Reps. Bergman and Keating Circulate Letter in Support of Fixing H-2B Visa Cap

In an effort to gain permanent cap relief for the popular H-2B temporary seasonal guest worker program, Reps. Bergman (R-MI) and Keating (D-MA) are circulating the letter linked below that will be sent to House Appropriations Committee leaders in advance of committee action on the Fiscal 2020 Department of Homeland Security Appropriations bill in mid-June.  

Last year, lawmakers were very close to having cap relief language included in the FY19 appropriations bill before negotiations fell apart prior to a government shutdown just before Christmas.  Not having cap relief resulted in the majority of the amusement industry with an April 1 date of need to be capped out of the H-2B program, leaving most carnivals and concessionaires who use the program shorthanded on laborers.  Supplemental cap relief was eventually given to returning workers only, however, due to a lengthy visa process, employers are still waiting for their H-2B employees to arrive.



Please call your Representative and ask him or her to sign the attached letter.   If they have signed supportive H-2B letters in the past, please thank them for their continued efforts and support.  Please also be aware that members of the Appropriations Committee will often not sign on a letter to appropriations leaders even if they are very supportive of the H-2B program.  If this is the case with your Member, thank him or her for their support and encourage them to support any effort to include H-2B cap relief in the DHS funding bill.
